The Rules Committee considered SENATE BILL NO. 29 "An Act                                           
making capital appropriations and capitalizing funds; making                                        
appropriations under art. IX, sec. 17(c), Constitution of the State of                              
Alaska, from the constitutional budget reserve fund; and providing for
